A landlord’s guide to healthy home standards
The healthy homes standards law aims to improve the quality of rental houses in New Zealand. Specifically, it promotes the health and wellbeing of the residents by making sure that their homes are warmer and drier.
The standards include guidelines and minimum requirements for the following:
- heating
- insulation
- ventilation
- moisture and drainage
- draught-stopping
Requirements of a healthy home
Heating
At least one fixed heating device must be installed in the main living room and should be able to heat the area to a minimum temperature of 18 degrees Celcius. Acceptable appliances are heat pumps, wood burners, pellet burners and gas heaters.
The required heating capacity will depend on the size and measurements of the room. To calculate, landlords may use the online Heating Assessment Tool.
Insulation
A properly insulated home will be able to retain heat longer.
Starting 1 July 2019, all rental homes must have the proper ceiling and underfloor insulation, if it is practicable to do so.
Under the healthy homes standards, it is mandatory that the insulation meets the requirements set by the 2008 Building Code. If the insulation was installed on 1 July 2016 or at a later date, no further actions are needed.
Existing insulation that was installed prior to that date can still be allowed if the thickness level is at least 120mm. Currently, there are some exceptions to these regulations, especially if the insulation is still in reasonably good condition. However, landlords need to ensure compliance by getting a professional assessment.
Ventilation
All rental properties must have proper ventilation. For instance, there should be openable windows or doors in these parts of the house: living room, kitchen, dining room and bedrooms. In addition, the kitchen and bathrooms must have extractor fans or range hoods in the appropriate size.
Moisture ingress and drainage
All rental properties must have an efficient drainage system that includes gutters, downpipes and drains. A rental home with an enclosed subfloor must install a ground moisture barrier if it is possible.
Draught stopping
Landlords must fix noticeable draughts. Under the healthy homes standards, all rental properties must have no unreasonable gaps or holes in the walls, ceilings, windows, doors, floors and skylights. If the property has an unused fireplace, it must either be closed off or its chimney be blocked.
Compliance Dates
The New Zealand government has given landlords and property owners enough time to make the necessary adjustments. Landlords must take note of these important dates to avoid violations and penalties.
- 1 July 2021 – All Boarding houses must be fully compliant.
- 1 July 2021 – All rental homes must comply within 90 days of any new tenancy. This also applies to renewed tenancy.
- 1 July 2023 – All public rental houses under Kainga Ora (Housing New Zealand) and Community Housing Providers must be fully compliant.
- 1 July 2024 – All rental homes must be fully compliant.
